Minister Yasonna Suspected of Obstructing the KPK

The anti-corruption civil society coalition urges the Corruption Eradication Commission (KPK) to investigate allegations of obstructing the investigation of the Minister of Law and Human Rights, Yasonna Hamonangan Laoly into a bribery case involving the commissioner of the General Election Commission (KPU), Wahyu Setiawan and politician of the Indonesian Democratic Party (PDI) Perjuangan Harun Masiku. In this case, Harun allegedly bribed Wahyu to smoothen his steps to become a legislative member to replace another cadre from the Indonesian Democratic Party (PDI) of Struggle, Nazarudin Kiemas.

This encouragement was conveyed to anti-graft agencies, among others, by the Indonesia Corruption Watch (ICW), the Commission for Missing Persons (Kontras) and the Jakarta Legal Aid Institute (LBH) on Thursday, January 23, 2020. They suspect the ministers who served two terms during the presidency of President Joko Widodo this violates Article 21 of Law Number 31 Year 1999 concerning Corruption Crime.

"Anyone who deliberately prevents, obstructs, or thwarts directly or indirectly the investigation, prosecution and examination in court proceedings against suspects and defendants or witnesses in a corruption case, shall be sentenced to imprisonment for a minimum of 3 years and a maximum of 12 years and or a fine of at least IDR 150 million and a maximum of IDR 600 million,"It was written in the Corruption Act.

ICW researcher Kurnia Ramadhana stated that Menkumham Yasonna did not provide true information about the whereabouts of Harun Masiku. The minister is in partnership with Harun, who oversees the Directorate General of Immigration insisted said that Harun was still abroad. "The point is not yet in Indonesia," said Yasonna on Thursday, January 16.

On January 6, 2020, Harun was recorded taking off for Singapore using a Garuda Indonesia plane. However, after a day he was back on track in Indonesia. Referring to the main report of TEMPO Magazine entitled "Harun in the Invisible Eyes," a figure similar to Harun landed at Soekarno Hatta Airport, Indonesia on Tuesday, January 7, 2020. He used an airplane from the airline Batik Air with flight number ID 7156. From the airport, Harun stayed at the Thamrin Residence apartment, before being monitored at a number of points, including in the Police Science College area in Kebayoran Baru, South Jakarta.

In the complaint number 107246, the anti-corruption community bundled the complaint along with evidence in the form of a screenshot of a CCTV camera showing a similar figure to Harun at Soekarno-Hatta Airport. "We see that there is information that is not true," said Kurnia at the Red and White House, Kuningan Persada.

That is because the Anti-Corruption Coalition thinks Yasonna has committed public deception, as well as obscuring the KPK's hunting radar against Harun. Especially when the Director General of Immigration, Ronny F. Sompie corrected the information regarding Harun's whereabouts after two weeks or a few days after TEMPO published the report on January 18, 2020. This former high-ranking Police official stated that the delay in the data system of passengers at Terminal 2F Soekarno-Hatta Airport was the culprit. from the confusion of Harun's existence. The delay, according to Ronny, was due to the restructuring of the immigration management information system and the blackout.

"I have ordered the Head of the Class 1 Special Immigration Office at Soetta Airport and the Director of Information Systems and Immigration Technology at the Directorate General of Immigration to deepen the existence of delay time in processing the crossing data at Terminal 2F of Soetta Airport when HM passed in, "Ronny told a press conference, Wednesday, January 22, 2019.

Ronny denied that his party deliberately committed public deception. He argued that there was no deliberate factor behind Immigration's statement regarding the whereabouts of the KPK. "The data I received from the system when I gave information to the media before was not intentional," he said.

The Deputy Coordinator for Kontras, Putri Kanesia, who also complained Yasonna Laoly to the KPK, assessed that the statement conveyed by the Immigration Directorate was outside the bounds of public reason. This is because the information was conveyed long after Harun had disappeared as if he had been swallowed up by the Earth. Putri calculated that there was a break of about 15 days. "The reasons expressed by the Director General of Immigration and the Ministry of Law and Human Rights are not sufficient to justify their arguments," said Putri Kenesia who was met by Jaring.id, Thursday, January 23, 2020.

The mystery of Harun's whereabouts stems from the KPK's arrest operation against Wahyu Setiawan on January 8 - the same day the KPK failed to arrest Harun. In this case, the KPK has named a number of corruption suspects in determining the interim replacement (PAW) for members of the 2019-2024 DPR. Apart from Harun, there are also commissioners of the General Election Commission (KPU) Wahyu Setiawan, former Bawaslu members Agustiani Tio Fridelina and Saeful (private).

Putri hopes that the KPK will not stop with bribery cases, but also dare to target Yasonna with related articles obstruction of justice. "We also ask President Jokowi to dismiss Laoly as Minister of Law and Human Rights," said Putri. The request related to Yasonna's removal from the ministerial seat is in line with a public petition posted on the change.org page. The petition initiated by dozens of people, including academician Ade Armando and poet Goenawan Mohamad has temporarily been signed by more than 1300 people.

Meanwhile, the KPK said it would examine reports from the civil society coalition regarding allegations of obstructing investigations. While this was being done, he said, the KPK was currently focusing on sniffing out the traces of Harun's escape. "We will further investigate whether there are allegations of corruption or other crimes," said Acting spokesman for the Corruption Eradication Commission, Ali Fikri, to reporters, Thursday, January 23, 2020.Abdus Somad)
